Resolution 2017-09


WHEREAS,  The Cleveland-Cuyahoga County Port Authority (hereinafter, the “Port”) connects Northeast Ohio to global markets; and

WHEREAS,  The Port annually handles 13.3 million tons of cargo through 850 vessel and barge calls, and in the last decade, cargo activity has increased by more than 4 million tons; and

WHEREAS,  The Port drives more than $3.5 billion in economic activity every year and supports more than 20,000 good jobs, up by 3,000 in the last decade.

WHEREAS,  The Port fights to keep Cuyahoga County’s greatest assets, our river, harbor, and lake, clean; and

WHEREAS,  The Port is the only county public body solely & specifically devoted to economic development; and

WHEREAS,  The Port connects key projects to private investment through its development financing program, which has brought in more than $3.6 billion in private investment.

WHEREAS, Since 1993, the Port has financed 123 major projects including the Rock and Roll Hall of Fame & Museum, the Cleveland Museum of Art, Flats East Bank Project, Eaton, and more; and

WHEREAS,  The Port’s operating levy is the smallest countywide property tax levy, and still the same 0.13 mills it was in 1968, only $3.50 per year for every $100,00 home value, which provides 35% of the Port’s operating budget; and

WHEREAS,  for each dollar that taxpayers invest, the Port Authority supports $1,094 in economic activity, more than a 100,000% return on investment; and

WHEREAS,  Economic activity supported by the Port produces more than $140 million annually in state and local taxes, helping fund critical services; and

WHEREAS,  The renewal of the Port Authority’s operating levy, on the ballot in Cuyahoga County on November 7, 2017, will NOT raise taxes on residents but will simply maintain the current level of funding for another five years.

NOW, THEREFORE, BE IT RESOLVED by the Council of Mayfield Village, County of Cuyahoga, State of Ohio:

SECTION 1.  The Council of Mayfield Village, Ohio hereby endorses the passage by voters in the November 2017 General Election of a renewal of the Cleveland-Cuyahoga County Port Authority’s 0.13-mill operating levy.

SECTION 2.  The Council of Mayfield Village, Ohio hereby asks the residents of Cuyahoga County to join it in supporting the passage of the renewal of the Cleveland-Cuyahoga County Port Authority’s 0.13-mill operating levy.

SECTION 3.  The Council of Mayfield Village, Ohio hereby provides this resolution and the representations made herein to the public and to appropriate members of news media.

SECTION 4.  The Council finds and determines that all formal actions of this Council relating to the adoption of this Resolution have been taken at open meetings of this Council; and that deliberations of this Council and of its committees, resulting in such formal action, took place in meetings open to the public, in compliance with all statutory requirements including the requirements of Section 121.22 of the Ohio Revised Code.

SECTION 5.  This Resolution shall take effect immediately upon the passage by the affirmative vote of not less than five (5) members elected to Council and approval by the Mayor or otherwise at the earliest time allowed by law.
