IN SUPPORT OF THE ESTABLISHMENT OF AN EMERGENCY OPERATIONS
PLAN AND PARTICIPATION IN THE READY CUYAHOGA COUNTY
WHEREAS, the ReadyCertify Program is designed to assist local communities and organizations in developing and operating their own emergency management programs to properly plan, mitigate, respond to, and recover from emergencies or disasters; and
WHEREAS, Mayfield Village desires to establish an Emergency Operations Plan (“EOP”) and otherwise participate in the Ready Cuyahoga County Certification Program; and
WHEREAS, the purpose of the EOP is to provide a flexible blueprint for addressing major emergencies, and to unify Mayfield Village departments and community partners in a common effort to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose a risk to Mayfield Village. The Mayfield Village EOP is designed to work in concert with departmental standard operating guidelines, and municipal, regional, and statewide EOPs; and
WHEREAS, the EOP provides a systematic approach to incident management by adopting the Incident Command System (ICS). ICS enables effective and efficient incident management by integrating a combination of facilities, equipment, personnel, procedures, and communications operating within a common organizational structure; and
WHEREAS, the EOP is designed to reduce the loss of life and property to Mayfield Village residents resulting from natural, technological, or adversarial disasters; and
WHEREAS, this Council finds and determines that it is in the best interest for the health, safety and welfare of all Village residents to establish an Emergency Operations Plan and participate in the Ready Cuyahoga County Certification Program.
NOW, THEREFORE, BE IT RESOLVED by the Council of Mayfield Village, County of Cuyahoga, State of Ohio:
SECTION 1. The Council of Mayfield Village, Ohio hereby supports the establishment of an Emergency Operations Plan and the participation in the Ready Cuyahoga County Certification Program and establishes the Emergency Operations Plan as set forth in Exhibit “A,” which is attached and incorporated herein.
SECTION 2. The Council finds and determines that all formal actions of this Council relating to the adoption of this Resolution have been taken at open meetings of this Council; and that deliberations of this Council and of its committees, resulting in such formal action, took place in meetings open to the public, in compliance with all statutory requirements including the requirements of Section 121.22 of the Ohio Revised Code.
SECTION 3. This Resolution shall take effect immediately upon the passage by the affirmative vote of not less than five (5) members elected to Council and approval by the Mayor or otherwise at the earliest time allowed by law.
