(b)        Council members and Ppermanent full-time employees of the Municipality not presently insured and new permanent full-time employees of the Municipality may join the plan at such intervals as may be authorized by the Municipality's medical insurance carrier, subject to the approval of the Mayor and Finance Director. All members of Village Council shall be treated as full-time employees for purpose of participating in the health care plan only. This necessary benefit shall not be considered as an increase in compensation.

(c)        Any Council member or permanent full-time employee, who is eligible to be covered under a contract of hospitalization and medical coverage but voluntarily withdraws from coverage, shall be paid three hundred dollars ($300.00) per month in lieu of family coverage and one hundred dollars ($100.00) per month in lieu of single coverage.  These payments shall be made in equal quarterly installments.  These payments will not be made to any person who is otherwise covered under the Employer's policy through a spouse or other family member.  If an employee is eligible under the terms of this paragraph but has worked less than one full year, the benefit described herein will be prorated on a monthly basis beginning the first month in which the employee would have received the benefit under the plan provided by the Municipality.
