MINUTES OF THE SPECIAL MEETING OF COUNCIL
ORGANIZATIONAL SESSION
Monday, January 4, 2021 – 7:00 p.m.
Videoconferenced in the Main Conference Room

Present in Main Conference Room:  Council President Schutt and Mrs. Betsa.  All other members of Council, Mayor Bodnar, Law Director Coyne and Mr. Wynne in attendance via ZOOM.  The meeting commenced at 7:04 p.m.

Mayor Bodnar stated, welcome to the Organizational Meeting of Council.  This Organizational Meeting of Council has been duly noticed and will be held in accordance with Ohio Revised Code Section 121.22 specific to recent amendments made in light of the current COVID-19 declared emergency (House Bill 197-amended by House Bill 404).  Under the Orders of Governor DeWine and the Director of Health of Ohio, and pursuant to Ordinance 2020-08, adopted March 16, 2020, Council is meeting remotely, via electronic means. Notice of this meeting was sent to the news media on December 31, 2020.  No one is in Council Chambers or is able to access that space during the meeting.  The public is invited to view the meeting and can access the meeting through a link posted on the Mayfield Village website at www.mayfieldvillage.com.

Mayfield Village is conducting these proceedings in compliance with all applicable State Laws and regulations.

Administration of Oaths of Office:

Michael Cicero: Prosecutor

Mayor Bodnar stated, our first order of business tonight is to administer the Oaths of Office to our Prosecutor Mike Cicero and our Engineer Tom Cappello. 

Mr. Cicero you are at the top of my heap tonight which is not unusual, so first I want to thank you for your many years of service to Mayfield Village as our Prosecutor and again for your willingness to sign on for the next term to continue to serve us.

Mayor Bodnar administered the Oath of Office to Michael E. Cicero, Mayfield Village Prosecutor. 

Mayor Bodnar stated, congratulations and welcome aboard.  I look forward to working with you again Michael.  I believe you probably received my e-mail with your Oath of Office.  If you would just print that out, sign it and get it back to Ms. Wolgamuth and we will take it from there.  Thank you again and you are now excused from this evening’s meeting.

Mr. Cicero stated, thank you Mayor and thank you members of Council.  I very much appreciate it.  Happy New Year.

Thomas Cappello: Engineer

Mayor Bodnar stated, Tom, you have served this community very well for many years. We thank you for that and look forward to working with you for this next term.  Thank you for signing on again and putting up with all that we throw in your direction.

Mayor Bodnar administered the Oath of Office to Thomas Cappello, Mayfield Village Engineer.

Mayor Bodnar stated, Tom, thank you for your continued service.  You should have received your Oath of Office by e-mail.  Just sign it and give it back to Diane and we will take it from there. You are officially excused from the rest of the meeting.

2021 Committee Members:

  • James Triner – Architectural Review Board
  • Steve Varelmann – Architectural Review Board
  • Matt Phillips – Architectural Review Board

Mayor Bodnar stated, gentleman, I am going to swear you in all together as members of the Architectural Review Board, but first let me thank Mr. Triner and Mr. Varelmann for their past service on the Architectural Review Board.  Your input has been wonderful and we thank you for your service.  We are grateful that you are signing up again.  And Mr. Phillips, you are a brand-new member of the Architectural Review Board. We very much appreciate your stepping up to the plate and becoming involved in Mayfield Village.  We look forward to your service.

Mayor Bodnar administered the Oaths of Office to Mr. Triner, Mr. Varelmann and Mr. Phillips as members of the Architectural Review Board.

Mayor Bodnar stated, congratulations and we look forward to your service on the Architectural Review Board.  If you also would print out the Oath of Office that was e-mailed to you, sign it and give it back to our Director of Administration, Diane Wolgamuth, we will take it from there.  Thank you again.  You are now officially excused for the remainder of tonight’s meeting.

  • Joe Prcela – Board of Appeals

Mayor Bodnar stated, we welcome Mr. Prcela back on our Board of Appeals.  Joe, how many years have you served on the Board of Appeals?

Mr. Prcela replied, it’s got to be at least a decade.  I’m not really sure.

Mayor Bodnar stated, we thank you for your service and commitment and we are glad you are willing to sign on for more.

Mayor Bodnar administered the Oath of Office to Joseph Prcela as member of the Board of Appeals.

Mayor Bodnar stated, congratulations Joe and welcome back.  If you would also sign the Oath of Office that was e-mailed to you and get it back to Ms. Wolgamuth, we will take it from there.  You are also officially excused for the remainder of the meeting.  Thank you.

Mr. Prcela stated, thank you Mayor.  Keep up the good work.

  • Greg Tarkowsky – Civil Service Commission

Mayor Bodnar stated, we welcome you back and welcome your dedication and service to the Civil Service Commission and thank you for signing on for another term.

Mayor Bodnar administered the Oath of Office to Greg Tarkowsky as member of the Civil Service Commission.

Mayor Bodnar stated, thank you Greg and welcome back.  If you too would sign the Oath of Office that was e-mailed to you and get it back to Diane, we will take it from there.  You are also excused from the rest of tonight’s meeting.  

Mr. Tarkowsky stated, thank you Mayor. Thank you everyone.

Mayor Bodnar asked, is Mr. Kless here tonight?

Mr. Thomas stated, he is not.

Mayor Bodnar stated, okay.  If he chimes in, we can come back to him, but for now, we will move on to our next order of business.

  • Election of President of Council for 2021

Mayor Bodnar stated, at this point, I would like to open the floor for nominations for Council President for 2021.  Are there any nominations?

Mrs. Mills, seconded by Mr. Meyers, nominated Councilman Steve Schutt for Council President for 2021.

Mayor Bodnar asked, are there any other nominations for Council President?

There were none.

  • Motion to close the nominations.

Mrs. Mills, seconded by Mr. Meyers, made a motion to close the nominations.

Motion Carried. Nominations Closed.

Mayor Bodnar stated, okay.  The nominations are closed.  At this time, we will take a vote on the nomination for Mr. Steve Schutt for Council President for 2021.

Motion Carried. Steve Schutt Elected as Council President for 2021.

Mayor Bodnar stated, congratulations.  Mr. Schutt is unanimously elected as our Council President and I must say that I am very much looking forward to working with you again this year, Steve.

Mayor Bodnar administered the Oath of Office to Steve Schutt as Council President for 2021.

Mayor Bodnar stated, congratulations again.  I know that you did not received an Oath of Office via e-mail so I am sure Mary Beth will prepare one and get one to you and we will take it from there.  At this point, I relinquish the gavel, the only point in time I ever hold it, at this Organizational Meeting.  I relinquish that to you, Council President.  Thank you.

Council President Schutt stated, thank you, Mayor Bodnar.  I appreciate it.  I look forward to working with you as well.  I also want to thank my fellow Council members.  I appreciate your support.  It’s an honor and privilege to serve as Mayfield Village’s Council President for 2021.  I look forward to another successful year.

  • Election of Council President Pro Tem for 2021

Council President Schutt opened the floor for nominations for Council President Pro Tem for 2021.

Mrs. Mills, seconded by Mr. Marquardt, nominated Al Meyers for Council President Pro Tem for 2021.

Council President Schutt asked, are there any other nominations?

There were none.

  • Motion to close the nominations.

Mr. Murphy, seconded by Mr. Marquardt, made a motion to close the nominations.

  • Motion to elect Al Meyers as Council President Pro Tem for 2021

Mrs. Mills, seconded by Mr. Marquardt, made a motion to elect Al Meyers as Council President Pro Tem for 2021.

Mayor Bodnar administered the Oath of Office to Al Meyers as Council President Pro Tem for 2021.

Mayor Bodnar stated, congratulations Mr. Meyers.

Mr. Meyers stated, thank you.

Council President Schutt stated, congratulations Al.

  • Motion to approve the calendar of Council meetings for 2021.

Mrs. Mills, seconded by Mr. Marquardt, moved to approve the calendar of Council meetings for 2021.

Council President Schutt asked, discussion?

Mrs. Mills, seconded by Mr. Meyers, moved to approve the Council Committee assignments for 2021.
