MINUTES OF THE REGULAR MEETING OF COUNCIL
MAYFIELD VILLAGE, OHIO
Monday, September 21, 2020 – Immediately Following the
Meeting of the Mayfield Community Improvement Corporation – 7:00 p.m.

Present in Main Conference Room:  Council President Schutt and Mrs. Betsa.  All other members of Council, Mayor Bodnar, Ron Wynne, Law Director Coyne and Mr. Marquart in attendance via ZOOM.

Council President Schutt stated, welcome to the Regular Meeting of Council.  This meeting has been duly noticed and is being held in accordance with Ohio Revised Code Section 121.22 specific to recent amendments made in light of the current COVID-19 declared emergency (House Bill 197).  Under the orders of Governor DeWine and the Director of Health of Ohio, and pursuant to Ordinance 2020-08, adopted March 16, 2020, Council is meeting remotely, via electronic means. Notice of this meeting was sent to the news media on September 17, 2020.  The public was invited to view the meeting live by accessing the meeting through a link posted on the website. The public was also encouraged to view the meeting agenda and offer any comments or questions prior to 6:00 p.m. this evening to be read into the record and addressed at the meeting.  Comments received in writing or electronically that were not received on time will be read into the record and addressed at the next meeting of Council.

Mayfield Village is conducting these proceedings in compliance with all applicable State Laws and regulations.

Comments from Mayor Bodnar

Comments from Council President Schutt

The October Caucus is scheduled for Monday, October 5th.  The next regularly-scheduled meeting of Council is Monday, October 19th.  Both meetings will be held virtually.

Shred Day will go forward on Halloween, Saturday, October 31st from 9:00-12:00 at the Civic Center parking lot.  For more information, check the website or if you have any questions, contact the Civic Center offices.

Mrs. Betsa replied, yes, I received an e-mail from Donna Heath asking that I read the following into the record:

DEPARTMENT HEAD REPORTS:

Finance Department – Mr. Wynne:   I have no special report this evening.

Council President Schutt stated, thank you, Mr. Wynne.

Fire Department – Reporting on behalf of the Fire Department, Mrs. Betsa stated, the Civil Service Commission met with Chief Carcioppolo in March and discussed potentially participating in a Regional Examination for Firefighter/Paramedic with the cities of Euclid, Highland Heights, Lyndhurst, Mayfield Heights, Pepper Pike, Richmond Heights and South Euclid.  Upon review of the informational packet by the Commissioners, it was suggested by them that Chairman DeBaggis attend a meeting of the respective Fire Chiefs and representatives of their municipal Commissioners scheduled the next week to get more information on the proposed regional examination.  Due to the pandemic, this meeting was rescheduled to April.

The Commission met again in May and Chairman DeBaggis reported on the April meeting.  He explained the process to the Commission.  The Commission realized that one of the advantages to being a part of the regional examination is it would be less costly and there would be a larger pool of candidates.  Chairman DeBaggis received authority from the Commission to vote on actions taken during the multi-city meetings.  In addition, the Commissioners approved entering into a Participation Agreement on behalf of Mayfield Village and the Civil Service Commission.

Applications have been available on all of the participating municipality’s websites since August 31st.  There is a maximum of 200 applications being accepted.  The examination is scheduled for Tuesday, October 6th at the Hilton Garden Inn on Beta Drive.  The first 100 applicants would take the test at 5:00  p.m. and the second 100 at 8:00 p.m.

Along with the required documents, the applicants must pass the Tri-C physical agility test.  The test scheduled for 9/20 has booked up.  However, the Commissions have agreed to extend the date to submit physical agility certificates to October 27th in order that the potential candidates can register for the October 25th exam.

As of last week, there were 147 applications submitted.

On behalf of Chief Carcioppolo and Administration, thanks to the Commission for all of their hard work.  Special gratitude goes out to Chairman DeBaggis who has participated in numerous lengthy meetings to go over the process and procedures in preparation for and attendance at the examination.  Thanks again, Henry.

Law Department – Mr. Coyne – I have no formal report this evening, but if there are any questions about some of the items on the agenda, I would be glad to address them when they come up.

Mr. Wynne stated, at Caucus a few weeks ago I mentioned that the Ohio Senate had passed a Bill calling for the release of the remaining CARES Act dollars and if that were to take place we would receive about $120,000, part of which would be used to fund this program. As of today, the House has not taken a vote on that measure so nothing has moved forward since then.  If that changes, we might be coming back and asking to utilize some of those CARES Act funds to fund this program versus the Economic Development Fund, but we will have to wait until the House votes on it and the Governor approves it.  That’s the latest update on that.
