MINUTES OF THE REGULAR MEETING OF COUNCIL
MAYFIELD VILLAGE, OHIO
Monday, October 19, 2020
Videoconferenced in Main Conference Room-Mayfield Village Civic Center

Present in Main Conference Room:  Council President Schutt and Mrs. Betsa.  All other members of Council, Mayor Bodnar, Law Director Coyne, Mr. McAvinew and Mr. Marquart in attendance via ZOOM.  The meeting commenced at 7:09 p.m. immediately following the meeting of the Mayfield Community Improvement Corporation.

Council President Schutt stated, welcome to the Regular Meeting of Council for Mayfield Village, Ohio.  Prior to getting started, those of you who are tuning in, you may see that we have a visitor joining us tonight, Alexis Ochi.  Mayor Bodnar will elaborate a little bit more on that in her report.  I just wanted to let you know that we are welcoming Alexis for our meeting tonight.

Council President Schutt continued, this meeting has been duly noticed and is being held in accordance with Ohio Revised Code Section 121.22 specific to recent amendments made in light of the current COVID-19 declared emergency (House Bill 197).  Under the orders of Governor DeWine and the Director of Health of Ohio, and pursuant to Ordinance 2020-08, adopted March 16, 2020, Council is meeting remotely, via electronic means. Notice of this meeting was sent to the news media on October 16, 2020.  The public was invited to view the meeting live by accessing the meeting through a link posted on the website. The public was also encouraged to view the meeting agenda and offer any comments or questions prior to 6:00 p.m. this evening to be read into the record and addressed at the meeting.  Comments received in writing or electronically that were not received on time will be read into the record and addressed at the next meeting of Council.

Mayfield Village is conducting these proceedings in compliance with all applicable State Laws and regulations.

Comments from Mayor Bodnar

Thank you Council President.  Well tonight I have the honor and special privilege of issuing a Proclamation Congratulating Alexis Ochi on receiving the Girl Scout Gold Award.  Alexis, I am so glad you could join us this evening and I have to tell you that as a former Girl Scout Leader and as the Mom of two Girl Scouts, I am very proud of your accomplishment and I know how much effort and concentration it took to get this done.

So let’s proceed then with the Proclamation.

A PROCLAMATION CONGRATULATING
ALEXIS OCHI ON RECEIVING THE GIRL SCOUT GOLD AWARD

WHEREAS, for 100 years, the Girl Scouts have done more than any other organization to provide leadership opportunities for girls and strives to teach values such as honesty, fairness, courage, compassion, character, confidence, and citizenship; and

WHEREAS, the Gold Award is the highest honor that a girl may earn in Girl Scouting; it is awarded for outstanding achievement in several areas, including leadership and community service; and

WHEREAS, Alexis Ochi, a Mayfield High School student with an impressive 3.9 GPA, and the daughter of Jennifer Danzo, has been a Girl Scout since Kindergarten, earning the Girl Scout's highest awards: In 4th grade, Alexis received the Bronze Award for raising money to purchase supplies for Rescue Village; during Alexis's Cadette level, she earned the Silver Award for creating geocaches throughout the Mayfield area (that she still maintains); and Alexis has also achieved the Four-Star Award, Program Aide Award, six Presidential Volunteer Service Awards and two Summit awards; and

WHEREAS, Alexis identified a reduction in the bluebird population in this area due to nest competition mainly caused by sparrows.  Alexis learned that giving bluebirds an easily accessible way to nest with less sparrow interference would greatly assist the growth of the population; and

WHEREAS, Alexis worked with Mayfield Village resident Tim Musi to construct and install bluebird houses at 24 locations on the The Bruce G. Rinker Greenway Trail, bringing additional beauty to Mayfield Village while positively impacting the bluebird population in Northeast Ohio; and

WHEREAS, this effort has earned Alexis the Gold Award, allowing her to join the small percentage of young women who have achieved this honor, illustrating that it takes a uniquely motivated individual to strive to embody the principles of the Girl Scouts in daily life.

NOW THEREFORE, BE IT PROCLAIMED that I, Mayor Brenda T. Bodnar, on behalf of Council and all of the residents of Mayfield Village, recognize and thank you Alexis Ochi for your lifelong commitment and dedication to the Girl Scouts and for your efforts to help bluebirds in northeast Ohio and restore the country's bluebird population.  Alexis, you clearly exhibit a strong commitment to the scouting principals of honesty, fairness, and service to the community and you are most deserving of the Gold Award.

Council President Schutt stated, thank you Mayor Bodnar.  And Alexis, thank you for all your hard work and dedication.  It’s much appreciated.  Job well done!

November Caucus is scheduled for Monday, November 2nd.  The next regularly scheduled meeting of Council is Monday, November 16th.  Both meetings will be held virtually.

Many thanks to Council and Mayor Brenda for the wonderful sidewalk extension down Wilson Mills Road. As a resident of the eastern quadrant of the Village, it is great to be able to walk or bike down to Village Trail or Echo Drive, across the Wilson Mills footbridge into the Seneca, Glenview and Bonnieview streets, or across Wilson Mills into Kenwood Gardens. It’s great to head in a different direction every day.  And the construction crew was great. Everyone in Hanover Woods got real chummy with the guy directing us in and out of the development every day!     

Thanks also to the Village Police, Engineer, Service and Building Departments for their constant attention to the project.

I love seeing the increased walk/bike activity in this Mayfield Village area!

I wanted to thank you for accomplishing the sidewalk project on Wilson Mills. Myself and family have used it many times already, and notice many others are also enjoying it. It definitely has made our community more walkable and accessible.

Reporting on behalf of Mr. Wynne, Mrs. Betsa stated, in July, we received funding in the amount of $41,564.59 as a result of the CARES Act.  In September, Mr. Wynne reported that the remaining CARES Act dollars would be released.  Last week, we received $120,251.28.   This legislation updates and amends the budget based upon the additional CARES Act funds received.

Council President Schutt stated, yes.

Mr. McAvinew stated, I would like to add one more thing for Alexis Ochi.  She did a wonderful job.  She came to us back in the Fall, pre-COVID and her process not only was to get the Girl Scout award, but she had to work through this whole entire situation and she did so to do something really special on our trail down there.  The bird houses, I have already gotten comments on Facebook.  People really enjoy them.  I am really excited to see them down there.  The Village also has a Proclamation for you Alexa. I can drop it off to you or you could stop by the Village sometime to pick it up.  This is for you from Mayfield Village.  This is just kind of our way of saying thank you for doing a great job.  I’m really really proud of you. We are proud to work with you last few months, so thank you.

Mrs. Jurcisek stated, Alexis just to follow up with what Mr. McAvinew has said as well. I’m a parent of a current Girl Scout, an elementary student, and we recently took the troop down the Greenway Trail as well and saw the bluebird houses and related so you're a great role model for the younger troops as well.  So, thank you.
