Committee Meeting Minutes
October 5, 2015
The Drainage & Infrastructure Committee met Monday, October 5, 2015 at 6:45 p.m. at the Mayfield Village Civic Hall.
Present: Mike Bucci (Resident Representative), Tom Cappello (Engineer), Steve Jerome (Council Representative), Doug Metzung (Service Director), George Williams (Council Representative), and Susan Jerome (Committee Secretary)
Absent: Jerry Catalano (Resident Representative), Tom Marrie (Council Representative), and Joe Saponaro (Council Representative)
Also in Attendance: Mrs. Harris (6897 Wildwood Trail) and Mrs. Prince (477 OaktonCircle)

Councilman Steve Jerome asked Mrs. Harris if she would like to add any additional comments since the last meeting.
Mrs. Harris explained that she provided pictures, as requested by Councilman Joe Saponaro, to the committee, to show the swale filled in with dirt and the loss of trees that she attributes to the blocked swale.
Mrs. Harris said the resident behind her, Dino DiFranco, is affected when there is a heavy
rainfall. The driveway drain backs up because it is connected to the swale in my backyard. When the rains are very heavy, his driveway is under water. Dino built a brick wall to try and contain the affected area.
Mrs. Harris said her yard is often under water and it is killing the trees. She received a quote, from Steve Miller, for $6,000.00 to clean out the swale, remove the rocks, and fill in the pond.
Councilman Steve Jerome asked Doug Metzung, Service Director, what were his thoughts on this?
Doug Metzung explained that the swale needs to be re-established. The remaining work would be the responsibility of the homeowner; filling in the pond and removing the rocks.
Mrs. Harris said she is willing to do something to remedy the situation.
Steve Jerome asked if this would fall under the rules of D&I?
Doug Metzung said re-establishing the swale would be the responsibility of the Village not a D&I project.
Tom Cappello, Village Engineer, said a survey of the property would have to be completed.
Steve Jerome agreed.
Doug Metzung cautioned that there would have to be a distinction between our responsibility to re-establish the swale in a drainage easement, and the work Mrs. Harris would be responsible for in the request for the estimate for the work. We cannot make an improvement to her backyard with Village monies.
Mrs. Harris said it would be silly to remove the dirt she would need to fill in the pond.
Mike Bucci, Village representative, said it should be two separate contracts.
Discussion was held trying to determine how to work this out so the Village doesn’t pay for work that is the resident’s responsibility.
Steve Jerome said he will contact Tom Cappello to discuss this further. The project will be put on hold for now.
Mrs. Prince 477 Oakton Circle
Doug Metzung, Service Director, explained that a drain was installed in the neighbor’s backyard that the Prince family can tie into that should correct the water problem. The drain will have to be located. It won’t be a problem.
Mrs. Prince said she is looking for guidance.
Steve Jerome, Council Representative, said we should start by finding the hook-up.
The next meeting was scheduled for November, 2, 2015.
There being no further business, the meeting was adjourned at 7:10 p.m.
