Committee Meeting Minutes
January 26, 2015
The Drainage & Infrastructure Committee met on Monday, January 26, 2015 at 6:30 p.m. at the Mayfield Village Civic Hall.
Present: Tom Cappello (Engineer), Jerry Catalano (Resident Representative), Steve Jerome (Council Representative), Tom Marrie (Council Representative), Doug Metzung (Service Director), and Joe Saponaro (Council Representative)
Absent: Tom Marsalis (Resident Representative ) and Susan Jerome (Committee Secretary)
Also Present: Bill Bukholtz (Council Representative)
Election of Chair
Motion to nominate Steve Jerome as Chair of the D&I Committee for 2015
Councilman Joe Saponaro, seconded by Councilman Tom Marrie, made a motion to nominate Steve Jerome as Chair of the D&I Committee for 2015.
There being no objections, the nominations were closed.
All in favor.
Motion Carried. Steve Jerome to serve as 2015 Chair
Scope of D&I Committee:
The D&I Committee discussed, at length, the responsibilities of the D&I Committee. It was generally agreed upon that a percentage of the requests, from the residents, were beyond the scope of the original intent of the committee and therefore questioning if the application was a D&I project or if it could be better handled through another avenue. The committee would become an ad hoc committee; a go between for the resident and the Administration. Members of the committee would receive copies of the applications upon submission to the Service Department.
Councilman Bill Buckholtz suggested reviewing the committee’s original purpose and setting guidelines that each request could be measured by to determine if the request should be considered a D&I project. The Service Director, Doug Metzung, and Engineer, Tom Cappello, would be the first line in reviewing the requests and determining if the request can be handled by the Service Department, another entity, or the D&I Committee.
If it is not a D&I project, the Village would provide a solution for the resident to follow through on their own. Some examples of this were to have the County come out to snake the sewers if there is a water back-up problem due to tree roots blocking the sewer or The Illuminating Company coming out to trim trees if tree limbs were hanging on wires. A list could be generated for services provided by other entities so that the resident would receive a response, to their request, with a solution that didn’t directly involve the Village or Village funds, but still offered a solution to their situation.
The committee asked Councilman Bill Buckholtz to write down his ideas for guidelines to be used in the future and the Committee can then review them and make any suggestions or changes where needed.
It was also suggested the committee meet every month before Council meetings at 6:30 p.m. in Civic Hall.
The next meeting is scheduled for February 16, 2015 in Civic Hall at 6:30 p.m.
There being no further business, Councilman Saponaro, seconded by Councilman Tom Marrie, made a motion to adjourn the meeting.
