The Planning and Zoning Commission met in regular session on Mon, Feb 2, 2015 at 7:00 p.m. at the Mayfield Village Civic Center, Conference Room. Chairman Farmer presided.

Roll Call

Present: Mr. Jim Farmer (Chairman), Mr. Vetus Syracuse (Chairman Pro Tem), Mr. Bill Marquardt, Mr. Garry Regan, and Mr. Paul Fikaris

Also Present: Mr. Tom Cappello (Village Engineer), Mr. John Marrelli (Building Commissioner/arrived 7:08 p.m.), and Ms. Deborah Garbo (Secretary)

Absent: Dr. Sue McGrath, Mayor Rinker, Mr. Joseph Saponaro (Council Alternate), Ms. Diane Calta (Law Department), and Mr. Ted Esborn (Economic Development Director)

Consideration of Meeting Minutes: Oct 6, 2014

Mr. Fikaris, seconded by Mr. Syracuse made a motion to approve the minutes of Oct 6, 2014.

OPEN PORTION:

Chairman Farmer called the Planning Commission regular meeting to order beginning with Organizational meeting 2015.

ORGANIZATIONAL:

  • Election of Chairman
  • Election of Chairman Pro Tem
  • Election of P & Z Rep to the Board of Appeals
  • Election of Secretary

 

Chairman Farmer states, this is a meeting to elect people to serve in the various offices for the forthcoming year. We have four positions to fill. I’m currently serving as Chairman, Vetus Syracuse as Chairman Pro Tem, Paul Fikaris as our P & Z Rep to the Board of Appeals and Deborah Garbo as Secretary.

Chairman Farmer entertained a motion for nominations. 

Mr. Regan, seconded by Mr. Syracuse states, we have four very good representatives in our organization. I make a motion to re-elect all four to the same positions that they are duly holding.  

Chairman Farmer asked if any discussion. There was none.

The nominations were closed. Chairman Farmer asked for a Roll Call on the nominations, the group as a whole.

Ayes: Mr. Farmer, Mr. Syracuse, Mr. Marquardt, Mr. Regan, and Mr. Fikaris

Motion Carried.

Conditional Use Permit – Salon Services

Chairman Farmer said we had a lengthy discussion on this at our workshop. There were a couple items John had to follow up on.

George Argie, Gargiso Properties said parking was the only item. John said everything was fine.

Deborah Garbo, on behalf of John, confirmed Mr. Argie meets the required 40 parking spaces.

Mr. Marquardt said I think we want to add a condition that anyone who rents a chair gets registered with the Building Dept.

Mr. Marrelli arrived @ 7:08 p.m.

DECISION:

Mr. Syracuse, seconded by Mr. Fikaris made a motion to approve the Conditional Use Permit for Gargiso Properties, Ltd at 6449 Wilson Mills Rd. as presented to allow Salon Services with the following conditions as noted:

  1. Maximum hours of operation Mon through Sat 9:00 a.m.to 9:00 p.m.
  2. Any individual or company who leases a chair or any space at the Salon has to register for an Occupancy Permit.

 

Chairman Farmer asked if any further discussion.

Mr. Fikaris asked Mr. Marrelli to confirm all items have been satisfied.

Mr. Marrelli confirmed parking is good. No other issues.

Mr. Argie left @ 7:10 p.m.

Conditional Use Permit Renewals
Approval New Expiration Date of Dec 2016

Chairman Farmer questioned if there was someone missing on the list.

Mr. Marrelli replied, the total permits are 20. We discussed Best Buy Pools at the workshop meeting. I went back and looked at the minutes. He changed his operation so that he wouldn’t need the conditional use permit. He changed to a distribution center as opposed to retail sales out of his back space. He only required an occupancy permit.

DECISION:

Mr. Regan, seconded by Mr. Fikaris made a motion to renew the list of twenty (20) Conditional Use Permits for a new expiration date of December 2016.

Chairman Farmer asked if any further discussion.

There was none.

Motion Carried. Recommendation to Council.
