The Planning and Zoning Commission met in regular session on Mon, Oct 6, 2014 at 7:00 p.m. at the Mayfield Village Civic Center, Civic Hall. Chairman Farmer presided.

Roll Call

Present: Mr. Jim Farmer (Chairman), Mr. Vetus Syracuse (Chairman Pro Tem), Mr. Bill Marquardt, Mr. Garry Regan, Dr. Sue McGrath, and Mr. Paul Fikaris                                                          

Also Present:  Mr. John Marrelli (Building Commissioner) and Ms. Deborah Garbo (Secretary)

Absent: Mayor Rinker, Ms. Diane Calta (Law Department), Mr. Tom Cappello (Village Engineer), Mr. David Hartt          (Planning Director), and Mr. Ted Esborn (Economic Development Director)

Consideration of Meeting Minutes: Aug 4, 2014

Mr. Fikaris, seconded by Dr. McGrath made a motion to approve the minutes of Aug 4, 2014.

Ayes: Mr. Farmer, Mr. Syracuse, Mr. Marquardt, Dr. McGrath, Mr. Fikaris

Abstain: Mr. Regan
Nays: None                            

Motion Carried. Minutes Approved as written.

Chairman Farmer called the meeting of the Planning & Zoning Commission to order. We have two items to vote on tonight. John, anything to add from the workshop discussion?

Mr. Marrelli asked, are we going to see any kind of a build-out plan before you get started?

Laura Storey, Owner Color Luxe replied, yes.  

Mr. Marrelli asked, what happened to Bella Face Skin Care, your partner?

Laura Storey replied, it’ll be just one name this time.

Mr. Marrelli asked, are you combining the two businesses?

Laura Storey replied, she rented from me. That business goes away. This will be for one conditional use permit.

DECISION:

Mr. Fikaris, seconded by Mr. Syracuse made a motion to approve the Conditional Use Permit for Color Luxe at 6571 Wilson Mills Rd. with the stipulations discussed at the workshop meeting of Sept 18th:

  • Retail space cannot exceed 10%.
  • Hours of Operation in general are Mon through Sat 9:00 a.m. to 9:00 p.m.

 

Chairman Farmer asked if any further discussion. There was none.

Motion Carried. Recommendation to Council.

Laura Storey asked, it’s not a day that I expect to be there, but if I ever have a hair emergency, will I be able to use the space on a Sunday?

Mr. Fikaris replied, emergencies don’t count as general business hours. If you were normally going to do business all day on Sunday’s, that would need to be added. For a temporary Sunday, I don’t think that’s going to matter.

Chairman Farmer asked, any update John?

Mr. Marrelli replied, no change. It’s a request for Planning Commission to pass onto Council for approval.

DECISION:

Mr. Syracuse, seconded by Mr. Fikaris made a motion to approve the addition of (3) to 1185.14; Signs Permitted in Any District, Section (e) Temporary Signs.       

Chairman Farmer asked if any further discussion. There was none.

Nays: None                                        

Motion Carried. Recommendation to Council.

ANY OTHER BUSINESS:

Chairman Farmer asked John, any other business to discuss, or anything coming down the pike?  

Mr. Marrelli replied, no.

Mr. Regan asked the status on East Commons Development.

Mr. Marrelli replied, they’re getting their plans done. Governor’s Village will be starting construction in the next couple of weeks.

Mr. Regan, seconded by Dr. McGrath made a motion to adjourn the meeting.
