A RESOLUTION AUTHORIZING THE MAYOR
TO SEEK FINANCIAL ASSISTANCE FROM THE
STATE ISSUE I INFRASTRUCTURE BOND PROGRAM
FOR FUNDING OF PHASE II OF THE SEWER PROJECT ON
THORNAPPLE, ROBLEY AND A PORTION OF WILSON MILLS ROAD
AND DECLARING AN EMERGENCY
WHEREAS, the State Capital Improvement Program and the Local Transportation Improvement Program both provide financial assistance to political subdivisions for capital improvements to public infrastructure; and
WHEREAS, Mayfield Village has planned a two-phase capital improvements project for Eastgate, Meadowood, Thornapple, Robley and a portion of Wilson Mills Road; and
WHEREAS, the first phase of this project, involving the installation of sanitary sewers on Eastgate and Meadowood has been completed, and the second phase of the project is for sewer installation on Thornapple, Robley, and a portion of Wilson Mills Road; and
WHEREAS, the infrastructure improvement hereinabove described is considered to be a priority need for the community and is a qualified project under the Ohio Public Works Commission’s programs; and
WHEREAS, the Village has conducted a capital inventory and needs assessment and has determined that it is necessary to submit applications for financial assistance for Capital Infrastructure Improvement Projects.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, THAT:
SECTION 1. The Mayor is hereby authorized to apply directly to the Ohio Public Works Commission for all of the following capital infrastructure improvement projects:
- SEWER PROJECTS ON THE FOLLOWING ROADS:
Thornapple; Robly; and A portion of Wilson Mills Road.
SECTION 2. The Mayor is further authorized to enter into any agreements as may be necessary and appropriate for obtaining this financial assistance, as approved as to form by the Village Law Director, and in accordance with all authority granted to and limitations upon the Village Director of Finance.
SECTION 3. The Council finds and determines that all formal actions of the Council relating to the adoption of this Resolution have been taken at open meetings of this Council; and that deliberations of this Council and of its committees, resulting in such formal action, took place in meetings open to the public in compliance with all statutory requirements including the requirements of Section 121.22 of the Ohio Revised Code.
SECTION 4. This Resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the health, safety and welfare of the residents of Mayfield Village for the reason that it deals with insuring the quality of ground water or provides safer and more accessible public streets. It shall, therefore, take effect immediately upon passage by the affirmative vote of not less than five (5) members elected to Council and approval by the Mayor or otherwise at the earliest time allowed by law.
