The Council of Mayfield Village met in Special Session Immediately Following Caucus on Monday, May 1, 2017 in Mayfield Village Civic Hall at the Mayfield Village Civic Center.  Council President Saponaro called the meeting to order at 8:36 p.m.


Present: Mr. Jerome, Mr. Marrie, Mr. Marquardt, Mrs. Mills, Mr. Saponaro, and Mr. Williams

Also Present: Mayor Bodnar, Mr. Wynne, Mr. Diemert, Chief Carcioppolo, Mr. Marrelli, Mr. Metzung, Sergeant Miller, Mr. McAvinew, Mr. Cappello, Ms. Wolgamuth, and Mrs. Betsa

Absent: Dr. Parker

The Pledge of Allegiance to the Flag was given.


5-minute limit imposed by Chair. Those who wish to speak must first state their name and address (The public is requested to limit their discussion to agenda items only.)

There were no comments.

  • First Reading of Ordinance No. 2017-22, entitled, “An Emergency Ordinance authorizing the Mayor to enter into a contract for residential solid waste collection, disposal and recycling services with Kimble Recycling and Disposal, Inc. for a five-year term beginning on June 15, 2017 and expiring June 14, 2022.”  Introduced by Mayor Bodnar and Council as a Whole. (Service Department)

Mr. Diemert asked, if I can just make sure Council has the first page of the Ordinance with the number 2 in the upper right hand corner.  This is what is being adopted tonight or considered for adoption.  There will be a substitute in Exhibit A which also has a number 2 at the top.

Council President Saponaro stated, page 3 is what is being substituted.

Mr. Diemert added, and if you would, on Section 2, there is a typographical error that somehow in the transmittal it became referred to as 2.  The Exhibit is actually A to this Ordinance. Exhibit A does have two Exhibits, 1 and 2.  Number 2 is the one that has the individual bids but it is incorporated into Exhibit A.

Council President Saponaro stated, and the other question is that it is beginning on June 15th.  This says beginning on June 14th in the Ordinance.  Which one would it be?  On the agenda it says the 15th.

Mayor Bodnar stated, they both say beginning on June 15th.

Council President Saponaro stated, okay, so it’s just on Section 2.

Mayor Bodnar stated, so it is beginning on June 15th and expiring on June 14th.

Council President Saponaro stated, all right.  So we will correct that as well.  Thank you. As you know, we want to have this in place in order to continue the contract without any interruption.

Mr. Jerome, seconded by Mrs. Mills, made a motion to suspend the rules of Council requiring an Ordinance to be read on three separate occasions.


NAYS: None

Motion Carried. Rules Suspended.

Mrs. Mills, seconded by Mr. Jerome, made a motion to enact Ordinance No. 2017-22.

Council President Saponaro asked, discussion?  This is to make sure that we do not have any delay in our continued rubbish and recycling disposal services in the Village.  We did have questions regarding pricing and things of that nature that have been addressed here.  Are there any other questions that have arisen from anybody?

There were none.

Motion Carried. Ordinance Enacted.

  • Motion to authorize acceptance of bid and expenditure in the amount of $1,540,829.50 to DiGioia-Suburban Excavating, LLC for 2017 Water Main Replacement Project. (Engineer)

Mrs. Mills, seconded by Mr. Marrie, made a motion to authorize acceptance of bid and expenditure in the amount of $1,540,829.50 to DiGioia-Suburban Excavating, LLC for 2017 Water Main Replacement Project. (Engineer)

Council President Saponaro asked, discussion?  There were a number of bids that came in.  As Mr. Cappello discussed in his report, this was not only the lowest bid, it is also a company we have worked with before on other projects.  You are recommending this for approval?

Mr. Cappello replied, that’s correct.

Council President Saponaro asked, any other discussion points?

There were none.


AYES: Marquardt, Marrie, Mills, Saponaro, and Williams
NAYS: Jerome

Motion Carried. Bid Accepted. Expenditure Approved.


Council President Saponaro stated, I want to explain one thing before we adjourn.  We try not to have Special Meetings of Council. We try to have Council meetings at Council times.  When we have something that is these types of nature that deals with essential services for the Village, obviously we want to make sure we are not doing anything that stops that.  That is why you are going to see these types of items only on the Special Meeting agenda unless we have some other sort of issue that has arisen.


Mrs. Mills, seconded by Mr. Jerome, made a motion to adjourn.

The meeting adjourned at 8:42 p.m.  The next Council meeting is scheduled for Monday, May 15, 2017 at 8:00 p.m.
