The Council of Mayfield Village met in Special Session on Monday, March 7, 2016 immediately following Caucus at Mayfield Village Civic Hall. Council President Saponaro called the meeting to order at 8:38 p.m.


Present: Mr. Jerome, Mr. Marrie, Mr. Marquardt, Mrs. Mills, Dr. Parker, Mr. Saponaro and Mr. Williams

Also Present: Mayor Bodnar, Mr. Wynne, Mr. Guidetti, Chief Edelman, Chief Carcioppolo, Mr. Marrelli, Mr. Metzung, Mr. Cappello, Mr. Thomas, Mr. Esborn, Ms. Wolgamuth, and Mrs. Betsa

Absent:  None

The Pledge of Allegiance to the Flag was given.

I have an item related to the budget. I was reading the February Minutes for The Grove. I see that they have the first row of stone chairs planned for installation. My concern has to do with the liability related to that. It has been noted that children can fall off of the stone chairs onto the pavers when they are sledding. It’s less safe. The conversations you had about increased liability would be of interest to me and the impact on the liability insurance and if it is impacting liability, what is the incremental amount?

Mr. Guidetti replied, traditionally the question is whether there is an open and obvious condition or hidden condition created. My understanding and the Director of Administration can correct me if I am wrong, but the way it will be constructed, there’s not going to be any stone that is actually raised above the ground. It’s not going to be above ground level. There will be a slight drop-off. That would be extra protected against by a snow fence being installed. I would also recommended the Village contact the insurer to see if they have any additional problem with it, but I don’t foresee that. No special Certificate of Liability Insurance will be necessary for it.

Ms. Wolgamuth added, when we had the first sledding season there, we did put up signs and did review those signs with the Law Department to make sure we directed people to sled safely. We do inform them that they are sledding at their own risk. We checked with the insurance company at that time and were told it was fine.

Mr. Guidetti stated, it shouldn’t be an issue.

Mayor Bodnar stated, we will continue to follow up with the insurance company to make sure things are in order.

  • Second Reading of Ordinance No. 2016-03, entitled, “An Emergency Ordinance appropriating funds for current expenses and expenditures for Mayfield Village, Ohio for the period from January 1, 2016 and ending December 31, 2016 and declaring an emergency.” Introduced by Mayor Bodnar and Council as a Whole.

Council President Saponaro asked, any discussion?

Ordinance No. 2016-03 was left on Second Read.


Mrs. Mills, seconded by Mr. Jerome, made a motion to adjourn.

The meeting adjourned at 8:44 p.m. The next Council meeting is scheduled for Monday, March 21, 2016 at 8:00 p.m.
