Safety & Service - July 11th 2016

The Safety and Service Committee met on Monday, July 11, 2016 in the Main Conference Room at the Mayfield Village Civic Center.  Mr. Mills called the meeting to order at 7:05 p.m. 


Present: Mrs. Mills

Also Present: Mr. Williams, Mayor Bodnar, Mr. Metzung, Mr. Cappello, Chief Carcioppolo, Chief Edelman, Mr. Thomas, Ms. Wolgamuth, and Mrs. Betsa


  • Audible Pedestrian Signal Improvement-SOM and Aintree Park Dr./Seneca Dr., SOM and Wilson Mills Rd. and SOM and Sandalwood Rd.

Mr. Cappello reported, this is currently out to bid.  There are three signals.  The one at Aintree Park Drive and Seneca on SOM Center Road. The other one is SOM Center and Wilson Mills and then we are converting the Fire station signal to a regular traffic signal at Sandalwood.  It will also have the audible signals installed.  It is basically for people who are visually impaired.  It’s an upgrade to the existing system.

Mrs. Mills asked, the one at SOM and Sandalwood, that won’t be an audible one, will it?

Mr. Cappello replied, all three of them are going to be.

Mrs. Mills stated, that’s very good.  That’s probably going to be the one most used, don’t you think, crossing the street there?

Chief Edelman stated, the Seneca/Aintree was the first one that came up because we have a blind resident that lives in that area.  That was what initiated the conversation.

Mrs. Mills asked, when are the bids opening?

Mr. Cappello replied, Friday.

Mrs. Mills asked, you will have those figures by Finance?

Mr. Cappello replied, you will get them in your packets, yes.

Mrs. Mills stated, okay. We will refer this to Finance.


  • Personnel

Chief Carcioppolo stated, this is for an Assistant Chief/Fire prevention position.  What questions do you have for me?

Mrs. Mills asked, who is going to continue on in this position?  Do you have someone appointed?

Chief Carcioppolo replied, it would be a Civil Service matter.  It would be a tested position because it’s a ranking officer position and any position above the rank of firefighter has to be filled by a promotional examination.

Mrs. Mills asked, we would have to start with Civil Service.  Have you contacted them at all?

Chief Carcioppolo replied, I wanted to bring it before everyone here to discuss it before we went to that step.

Mrs. Mills asked, George, do you have any questions?

Mr. Williams replied, not at this time.

Chief Carcioppolo stated, it would be an Assistant Chief/Fire Marshall position. 

Mrs. Mills stated, I know our present representative for this has had a lot of education in this field.  Is this something Civil Service would be looking at too?

Chief Carcioppolo replied, they would have to have the minimum fire safety inspector credential to be able to function in that capacity.  There’s probably five or six individuals now that have that credential in our ranks right now.  But there are other credentials that you would build over time. 

Mrs. Mills stated, I see you have a whole list of things that they would need to do.  Some of these things are things that are normally required as far as being a firefighter.

Chief Carcioppolo stated, all of these things are basically required to be an officer.  Most everyone has that.  The firefighters don’t necessarily all have those same credentials. 

Mrs. Mills asked, we should refer this on to Finance.  Do you have any comments on this Brenda?

Mayor Bodnar replied, no.  Gino has demonstrated the need.  He gave us a lot of statistics so this is going to help us tremendously in meeting the requirements we are supposed to meeting.

Mrs. Mills stated, this matter will go on to Finance.


  • Winter salt program

Mr. Metzung reported, the bids came in,  You may recall we signed up to be part of the ODOT bid purchasing for salt.  Actually the day we did that is the day we committed to purchasing the salt.  The numbers came in low. Between that and the fact that we will be purchasing 700 tons less this year.

Mrs. Mills asked, you have 700 left?

Mr. Metzung replied, yes.  So we will be purchasing 700 less this year.


Mrs. Mills asked, are there any other matters? 

Mr. Metzung reported, we are out to bid for our two stormwater projects that are currently on Village easements.  I hope to have those results for next week’s Council meeting.

Mrs. Mills asked, when are those bids going to be open?

Mr. Cappello replied, those are going to be open Friday also.

There being no further business, the meeting adjourned at 7:13 p.m.  The next Safety and Service Committee meeting is scheduled for Monday, August 1, 2016 at 7:00 p.m. in the Main Conference Room at the Mayfield Village Civic Center.
