Safety and Service: December 7th, 2015

The Safety and Service Committee met on Monday, December 7, 2015 in the Main Conference Room of the Mayfield Village Civic Center. Mr. Marrie called the meeting to order at 7:00 p.m.


Present: Mr. Marrie, Mr. Jerome and Mr. Saponaro

Also Present: Mr. Williams, Mr. Wynne, Mr. Metzung, Chief Carcioppolo, Chief Edelman, Mr. DiNardo, Mr. Esborn, Ms. Wolgamuth and Mrs. Betsa


  • Backup MARCs connectivity in new dispatch center.

Chief Edelman stated, for our new dispatch center, the equipment is going to be a direct connection to the MARCs system which will enable us to access anything on the network State-wide. In order to do this, we need to have back-up connectivity.   There are two back-up circuits that need to be installed for this to be a complete system. That’s what this connectivity is. A company called Agile Networks will provide the service for us.

Mr. Wynne asked, is that company exclusive for this type of connection?

Chief Edelman replied, yes. The installation cost for each circuit is $1,080. The annual fee is $14,880. That’s for 12 months. It’s a 5-year contract.

Chief Carcioppolo stated, we are also exploring the possibility of trying to get our radio system user fees reduced or eliminated because of this because now that we are part of the core system, we shouldn’t have to pay a user fee. I don’t know if we will be able to make any ground there. It will be a savings to get police and fire user fees eliminated.

Mr. Marrie asked, it could be a wash?

Chief Edelman replied, it could be. I am not sure that MARCs will let us do that. That’s something we are going to explore. Hopefully we will get some headway on that.

Mr. Wynne asked, it’s a double back up?

Chief Edelman replied, yes. The back-up system is two network circuits. If the main goes down and the first circuit goes down, there’s tertiary back up.

Mr. Jerome asked, if we didn’t go forward with this and our one back-up went down, what would happen?

Chief Edelman replied, right now, we don’t have connection to it.

Mr. Jerome asked, so in that case we would have nothing?

Chief Carcioppolo replied, right now we are not using a digital platform so we are not on the MARCs system. We are using analog radio equipment. There is no connectivity.

Mr. Jerome stated, so if we are going in this direction, this is what we need?

Chief Edelman stated, this will also help us in the future if we are going to negotiate with other cities to come in with us and join in. This is a huge selling point.

Mr. Wynne asked, for purposes of the Council agenda in a couple weeks, we will need to have Council approve a five year contract.

Mr. Marrie stated, let’s present it first to Finance and then to Council for their December meeting.


Continuing services of Cuyahoga Soil and Water Conservation District for providing technical assistance in implementing soil and water conservation measures.

Mr. Metzung stated, you may recall we joined this a couple years back. Cuyahoga County Soil and Water provides us with our construction and post-construction inspections for stormwater compliance during construction projects. They provide the expertise and recordkeeping that keeps us legal. It’s $13,000.

Mr. Marrie asked, is this annual?

Mr. Metzung replied, yes.

Mr. Jerome asked, does this get passed on?

Mr. Metzung stated, I think we discussed that, but I don’t think we actually ever implemented a user fee for the construction project. But without this, we did get audited once and we didn’t have it and our measures were not up to par. This is the corrective measure we took.

Mr. Marrie stated, this covers it totally. Haven’t we had this for two or three years now?

Mr. Metzung replied, yes. Three years.

Mr. Marrie asked, are there any questions? There were none. We will send this on to Finance.


Mr. Marrie asked, any other matters?

There being no further business, the meeting adjourned at 7:05 p.m. The next Safety and Service Committee meeting is scheduled for Monday, January 4, 2016 at 7:00 p.m. in the Main Conference Room at the Mayfield Village Civic Center.
