Committee Meeting Minutes
May 4, 2015

The Drainage & Infrastructure Committee met on Monday, May 4, 2015 at 6:05 p.m. at the Mayfield Village Civic Hall. 

Present: Tom Cappello (Engineer), Jerry Catalano (Resident Representative), Steve Jerome (Council Representative), Doug Metzung (Service Director), Joe Saponaro (Council Representative), and Susan Jerome (Committee Secretary)

Absent: Tom Marrie (Council Representative) and Tom Marsalis (Resident Representative)   

Also in Attendance: Mr. Batcheller (6784 Wilson Mills), Mr. Christian (510 SOM Ctr. Rd.), Mr. Consolo (800 Village Trail), Mrs. Horvath (6483 Highland Rd.), Mr. Mackie (6206 N. Woodlane), and Mr. & Mrs. Setlock (6818 Bonnieview)

The minutes from the April 6, 2015 minutes were not approved at this time.

Mrs. Horvath 6483 Highland Rd.

Doug Metzung, Service Director, presented the proposal, from Anselmo’s Inc., to the committee, to remove down spouts and add fittings and splash blocks on the east side of the house to bring the water away from the house and to the street. The proposal is for $525.00.

Joe Saponaro, Council Representative, asked Mr. Horvath if she had any further questions. Mrs. Horvath said she was still concerned with the water on the west side of the house and in the garage. Doug Metzung explained that the water came from the trench drain in front of her garage and with the splash blocks installed, it should divert the water away from the garage.

Mr. Metzung will make the arrangements and be the contact person.

Joe Saponaro, Council Representative, made a motion to accept the proposal from Anselmo’s Inc., in the amount of $525.00, to remove the down spouts and replace with fittings and splash blocks.

All approved.

Motion Carried.

Expenditure Approved.

It was agreed that Mrs. Horvath would not be responsible for the 10% payment.

Mr. Mackie 6206 N. Woodlane

Doug Metzung, Service Director, explained the initial project addressed stream bank erosion. Tom Cappello, Village Engineer, and Doug Metzung inspected the south-west corner of the bridge and didn’t see any erosion. Mr. Mackie disagreed and stated that he would put rock on the bank with his own money. Tom Cappello explained that he has to be careful making changes; some changes will have to be approved.

Tom Cappello and Doug Metzung advised Mr. Mackie to wait until the decision regarding N.E.O.R.S.D. is determined before doing anything. He agreed to wait.

The committee agreed to take Mr. Mackie’s request off the agenda at this time.

Mr. & Mrs. Batcheller 6784 Wilson Mills

Tom Cappello, Village Engineer, surveyed the property and said there is a low spot on the property. He needs some additional surveying work and a topo before he is able to make a recommendation and provide a drawing. Mr. Batcheller’s neighbor to the east would have to be contacted because the work would involve going on his property.

Mr. Batcheller asked what it would look like so he can talk to his neighbor? Tom Cappello said everything will be underground.

Joe Saponaro, Council Representative, said to let Tom Cappello know when you have talked to your neighbor.

Tom will do further work to provide a recommendation.

Mr. Consolo 800 Village Trail

Doug Metzung, Service Director, presented the proposal, from Anselmo’s Inc., to install a swale on Mr. Consolo’s property. Doug stated that Mr. Concolo met with Mike from Anselmo’s Inc. and is happy with the proposal.

Joe Saponaro, Council Representative, asked Mr. Consolo if his neighbor would be effected.? He said yes but he has signed the consent forml with the application.

Joe Saponaro made a motion to accept the proposal from Anselmo’s Inc. for the installation of a swale at 800 Village Trail for $5, 040.00.

All approved.

Motion Carried.

Mr. Concolo asked what happens next. Joe Saponaro explained that it will go to the Finance Committee for approval and then to the Mayor and Council for their approval. After the project is approved, Susan will send you a form for your signature and include the invoice for 10% of the total. Once you’ve paid, the project can begin. The process will take several weeks to complete.

Mr. Setlock 6818 Bonnieview

Mrs. Setlock explained that they did contact an attorney, as suggested, but was told it would be best to talk to the homeowner’s association. She has left three messages and no one has contacted her. They asked if they can go back to the original proposal?  Doug Metzung, Service Director, explained that it will need to be up-dated but the same work could be done.

Mrs. Setlock asked if there was anything they could do to have the neighbor contribute to the cost? They felt that the addition the neighbor put on his house raised his property with the added dirt  which caused water to flow into their in the yard.

Joe Saponaro, Council Representative, asked if we could ask the building department when the addition was built and if all the paperwork was completed and approved?  Tom Cappello, Village Engineer, said he wasn’t sure you could go back on a neighbor but the original addition can be looked into.

Tom asked the Setlocks if the water problem has gotten better since the retention basin was capped? They said it has gotten better. Mrs. Setlock asked if Tom could review the original proposal since it has been awhile. Tom Cappello explained the changes to them..Steve Jerome, Council Representative, said to go ahead and get an up-dated proposal for the Setlock’s.

Dr. DePaul 477 Hickory Hill

Doug Metzung, Service Director, said he talked to Dr. DePaul today and explained this is a plumbing problem and he needs to address this with a plumber.

Steve Jerome suggested taking Dr. DePaul off the agenda. The committee agreed.

Mr. Wallace 6785 Wilson Mills

Doug Metzung, Service Director said there is a problem with the road and the berm. He will contact Mr. Wallace.

Mr. Perout  902 Beechers Brook

Doug Metzung, Service Director, said the State has not responded as of yet.

Mr. Gittozzi 6774 Meadowood

Doug Metzung, Service Director, and Tom Cappello, Village Engineer, went to the property but couldn’t find the problem. Mr. Gittozzi will have to point out the area to them so they can make a determination.

Mr. & Mrs. Schrieber 925 Worton Park

Doug Metzung, Service Director, explained that they were going to contact an engineer they had hired previously and get back to us. We haven’t heard anything as of today.

Joe Saponaro, Council Representative asked if this is a D&I concern? Doug Metzung felt it was more structural. Joe Saponaro suggested it be taken off the D&I Agenda. If need be, it can be put back on in the future.

Mr. Christian  510 SOM Ctr. Rd.

Joe Saponaro, Council Representative, asked Mr. Christian to explain his circumstances since he had not completed the application yet. Mr. Christian explained that when the building of various structures and the changes to the land took place, the water began to drain into his yard. The addition of the library raised the grade 1.5 feet. The north side was raised 2 feet. There are two channels into his backyard from the bike path. Tom Cappello, Village Engineer, said two wetlands were made; the ditch, on the south side, was re-established.

Joe Saponaro, Council Representative, asked Mr. Christian to complete the form and mail it to Susan Jerome who will then get it to the committee for their review. 

A D&I meeting was scheduled for June 1, 2015 at 6:00 p.m. at Civic Hall.
