The Planning and Zoning Commission met in rescheduled session on Mon, Sept 11, 2017 at 7:00 p.m. at the Mayfield Village Civic Center, Civic Hall. Chairman Syracuse presided. 

Roll Call

Present: Mr. Vetus Syracuse (Chairman), Dr. Sue McGrath (Chairman Pro-Tem), Mr. Bill Marquardt, Mr. Garry Regan, and Mr. Paul Fikaris

Also Present: Mr. Tom Cappello (Village Engineer), Mr. John Marrelli (Building Commissioner), and Ms. Deborah Garbo (Secretary)

Absent: Mr. David Hoehnen, Mayor Bodnar, Mr. Mark Guidetti (Asst. Law Director), and Mr. Steve Jerome        (Council Alternate)

Consideration of Meeting Minutes:            August 7, 2017

Mr. Regan, seconded by Mr. Fikaris made a motion to approve the minutes of Aug 7, 2017.

  1. Conditional Use Permit
    Skin Deep Beauty
    Lindsay Sustin
    6571 Wilson Mills Rd.

Chairman Syracuse called the meeting to order. This is a regular meeting of the Planning & Zoning Commission. Our only proposal on the agenda for tonight is a conditional use permit. The applicant is Ms. Lindsay Sustin from Skin Deep Beauty. It’s a conditional use permit to permit cosmetic services including Microblading at the Color Luxe Salon & Spa. I’d like to point out to the other members that there was a conditional use permit granted to Color Luxe Salon & Spa for other cosmetic services. This is an additional request to have additional services permitted. It’s a separate conditional use permit from the one that’s already been granted to Color Luxe Salon & Spa, LLC. Does anyone have any questions or comments for the applicant?

Mr. Regan asked, this is not an addendum to the existing permit, this is a separate one? And the conditions that are on this are the hours and the services?

Mr. Marrelli replied, this is separate permit and I don’t think we put any conditions on it that I could recall. 

Chairman Syracuse asked the applicant, if you could reiterate those hours of operation for us that were discussed at the workshop and state your name and address for the record. 

Lindsay Sustin 5655 N. Greenway Ct, Highland Hts 44143 introduced herself. It would be mostly Saturdays & Sundays. It’ll be one client at a time and the procedure takes about 2 hours, so possibly 3 clients a day, between the hours of 8:00 a.m. and 6:00 p.m.

Mr. Marrelli said, I’d like it clarified that this isn’t artistic tattooing of any kind. There’s a big difference between tattoo parlors and what she’s doing.

Lindsay Sustin replied, that’s correct. This is specifically for eyebrows and only natural looking eyebrows. The term is Microblading, this is a hand tool. Tattoo parlors use a tattoo machine.

Mr. Marrelli asked, they both use ink though, correct?

Lindsay Sustin replied, that’s correct.

Mr. Fikaris asked, if Color Luxe for any reason did not get their conditional use permit renewed, how does that work with this?

Chairman Syracuse replied, she would still be permitted to have this use if it were granted today by motion. She would be able to operate or she would have to work out other arrangements to remain at this location. It’s not conditioned upon Color Luxe having their conditional use permit renewed, it’s a separate use, specifically for skin.


Dr. McGrath, seconded by Mr. Regan made a motion to approve the Conditional Use Permit for Skin Deep Beauty at 6571 Wilson Mills Rd upon the terms stated as hours of operation;

  • Saturdays & Sundays 8:00 a.m. to 6:00 p.m.

Nays: None                          

Motion Carried. Recommendation to Council.
