July 11, 2016

The Planning and Zoning Commission met in regular session on Mon, July 11, 2016 at 7:00 p.m. at the Mayfield Village Civic Center, Civic Hall. Chair Pro-Tem McGrath presided.   

Roll Call

Present: Dr. Sue McGrath (Chairman Pro-Tem), Mr. Bill Marquardt, Mr. Garry Regan, Mr. Paul Fikaris, and Mr. David Hoehnen                                                          

Also Present: Mr. Mark Guidetti (Law Department), Mr. Tom Cappello (Village Engineer), Mr. John Marrelli        (Building Commissioner), and Ms. Deborah Garbo (Secretary)

Absent: Mr. Vetus Syracuse (Chairman), Mayor Bodnar, and Mr. Joseph Saponaro (Council Alternate)

Consideration of Meeting MinutesJune 6, 2016

Mr. Regan, seconded by Mr. Marquardt made a motion to approve the minutes of June 6, 2016.

Chair McGrath called the regular meeting of the Planning & Zoning Commission to order. Our first proposal is the building and site modifications for MARS Electric Co. that were presented at the workshop meeting on June 16th

DECISION:

Mr. Regan, seconded by Mr. Marquardt made a motion to approve the Building and Site Modifications presented by Premier Development Partners for MARS Electric Co. at 6655 Beta Dr. as proposed.   

Chair McGrath opened up for discussion. John, is there any new information we should know about?

Mr. Marrelli replied, nothing new.

Mr. Regan said, there are a lot of dotted lines on this drawing. My concern in prior meetings was a fence along our Greenway Trail.

Mr. Marrelli replied, it got moved.

Mr. Regan asked, where is the proposed fencing?  

Mr. Marrelli replied, in the upper right corner. It says outdoor storage, new 12’ high chain link security fence. It’s 109 x 130.

Mr. Regan asked, that’s the only fencing?

Mr. Marrelli replied, unless they tell me differently.

Mr. Regan asked, these other dotted lines are setbacks and easements?

Mr. Marrelli replied, yes. If you look down the page you’ll see a 60’ parking setback to a dotted line. The other lines are all setback lines.

Chair McGrath asked if there was any further discussion. There was none.

Mr. Regan asked, when is this going to take place?

Mr. Marrelli replied, they’re working on the drawings right now.

Mr. Regan asked, when should we expect activity?

Mr. Cappello replied, I still have to approve the plan. I don’t have any drawings to look at yet. 

Kevin Callahan with Premier Development Partners said, hopefully we’ll get them moved in as fast as possible. I’d love to encourage everyone to come take a look at it. The QED space is spectacular. Thank you.

Conditional Use Permit
Ararat Martial Arts
760 Beta Dr. Unit B

Chair McGrath states, the second item on the agenda is a request for a conditional use permit. This was presented to us at our workshop meeting also on June 16th. They are asking for a conditional use permit within the building that is being used by Royal Cheer Athletics. Because they’re operating as a separate entity doing a slightly different kind of business, they need to have their own conditional use permit.

Mr. Marrelli added, and their own occupancy permit.

DECISION:

Mr. Regan, seconded by Mr. Hoehnen made a motion to approve a second Conditional Use Permit at 760 Beta Dr. for Ararat Martial Arts upon the same conditions previously granted to Royal Cheer Athletics.    

Chair McGrath opened up for discussion. 

Mr. Fikaris asked, is everything worked out in terms of him registering with the Village about taxes?

Mr. Marrelli replied, we’re going to work that all out. Once they get approved, we’ll have a discussion about filling out the application for an occupancy permit.  

Mr. Regan asked, is this a new tenant for the building or a subtenant for the Cheer Group?

Mr. Marrelli replied, I’d call it a sublease for the Cheerleading Studio. Nothing physical has changed. They share the space.

Chair McGrath asked, but it’s still within the operating hours that were approved for the conditional use permit for Royal Cheer?  

Mr. Marrelli asked Ghazar what his latest hours are.

Ghazar Grigoryan with Ararat Martial Arts replied, till 9:00 pm.

Chair McGrath states, Cynthia Haymer had good things to say about you. She was bragging about your credentials. Would you like to tell us about them?

Ghazar Grigoryan introduced himself. I came in 2008 from Armenia U.S. Open. I competed a lot almost everywhere in the world before I came to the United States. When I missed the last Olympic Championship, I made the decision to stay. Now I have my own place. I hope you guys will approve to have me continue. I already have 5 National Champion kids from last year. I used to have a place in Mayfield Hts. Most of my clients are from Mayfield that’s why I made the decision to come to this area.

Mr. Regan asked Ghazar about his teaching hours.

Ghazar Grigoryan replied, right now I’m teaching;

  • Tues     6 – 9 pm
  • Thurs   6 – 9 pm
  • Fri        5 – 9 pm
  • Sat       10:30 – 12:00 noon

Mr. Hoehnen asked, you have 16 students now?

Ghazar Grigoryan replied, around 20 – 25.

Mr. Hoehnen asked, what is your goal?

Ghazar Grigoryan replied, 60 – 80.

Mr. Hoehnen asked, is that space big enough for that?

Ghazar Grigoryan replied, yes. If I do Mondays, I can split days.

Mr. Fikaris asked, do you have classes at the same time as Royal Cheer?

Ghazar Grigoryan replied, some days together. Our space is separate, our Judo mats are separate. We’re not close to each other.

Mr. Fikaris asked, are we o.k. with the occupancy?

Mr. Marrelli replied, yes. It’s a big space.

Chair McGrath asked if there was any further discussion. There was none.

Chair McGrath welcomed Ghazar to Mayfield Village.

Ghazar Grigoryan thanked the Commission Members.

ANY OTHER MATTER:

  • 730 SOM Ctr Re-Zoning

Mr. Fikaris asked about the next step for 730 SOM rezoning.  

Mr. Guidetti replied, it’ll be on the July 21st workshop agenda. I let the Chiefs know that Planning Commission is looking for their input.  

Mr. Regan said, we discussed a little bit about the gas well last time. Chief Gino has got to be on top of that.

Mr. Guidetti replied, he is already. He’s aware of the situation. That’s part of the reason that 100’ is now reflected in their site plan.

Mr. Regan asked, what is this body approving?

Mr. Guidetti replied, you’re issuing a report and recommendation to Council, essentially either approving or disapproving of the proposed zoning.

Mr. Regan asked, do we have to be cognizant of what that motion says?

Mr. Guidetti replied, yes. I’ll put some language together.
